After the passage of the One Big Beautiful Bill Act in July of 2025, many states, including the District of Columbia, decoupled from certain provisions in the tax law. Decoupling allows states to opt in or out of certain federal tax rules in order to maintain revenue figures for state budgets services. This practice has been used for decades.
As DC is a federal district and not a state, under the Home Rule Act of 1973, Congress retains the right to contest legislation passed by the D.C. Council during a review period of 30 days (what constitutes as a day is up for debate). As of February 12, 2026, Congress passed a joint resolution blocking DC’s changes. This means that as of right now the entire DC tax code is in chaos.
Depending on your appointment time, your 2025 DC tax return filing will be delayed because of this! We still plan to meet with you at scheduled appointment times and we will be discussing options with you regarding the timing of your filings.
Delaying returns is something we don’t take lightly and we’re just as angry as you are that this has happened in the middle of tax season. Thankfully we have filed extensions for all clients this year which allows for additional filing time. Our office will keep you up to date as we learn more.
